One application is temporarily blocking the whole chimney for 'smoke tests'.
In that case the chimney balloon must be at the top...
...and people don't want to dance on the roof.
Another application is blocking rubbish chutes (upside down chimneys!)
People emptying or repairing the chute don't want rubbish dropped on their heads.
They simply carry a few chimney balloons (un-inflated) with them.
Temporary blocking of any kind of pipe is easy and safe...
